Respectfully, L. S. Pegues. The above are my sentiments regarding the nine-hour law for women. The Industrial Welfare Commission has made a small beginning in its regulations in the interest of the health and longevity of the working people. It has become a recognized fact by medical science that the first step for remedying this condition is more leisure, more physical and mental repose, more and longer periods of relief from the strain which industrial life imposes. This has become absolutely necessary for both physical and social reasons. Shorter hours of work are a natural and beneficent outcome of the forces of civilization. The great mass of working people need not only an increase of income, but an increase of leisure; leisure for rest, for play, for recreation, for happier and higher living. The ruling made by the Industrial Commission prescribing the ninehour day for the workers in mercantile establishments and the laundries should receive the approval of all thinking people. It is said that it can be shown that in industry after industry working men and working women are worked to an extent which not only is not profitable to them, but which absolutely saps their vitality, destroys their intelligence and leaves them no leisure for recreation.
